80 Affordable Housing Units Coming to NE Portland

A five-story, 80-unit affordable housing project is slated to break ground in NE Portland later this spring. Portland nonprofit, Portland Community Reinvestment Initiatives, Inc. (PCRI) is developing the project (with Gerding Edlen, Colas Construction, and Carleton Hart Architecture) on the Grant Warehouse Site on NE Martin Luther King Jr. Blvd. between Cook and Ivy Streets. The Portland City Council gave the $2 milllion site to PCRI and a $7.4 million loan to develop the project.

The building will have 55 apartments deemed affordable for households making 60% of the median income in the Portland Metro area; the remaining units will be held for very low-income families making 30% or less of the median income. 44 of the units will be 2- and 3-bedroom units designed for families. The building will also have commercial and community space on the groudn floor and 29 parking spaces.

Named after pioneering local African American, Beatrice Morrow, the project is inteded to help people displaced from North and Northeast Portland by gentrification move back to the neigbhorhood.

“There was intentional gentrification and displacement of African Americans in our community,” Mayor Ted Wheeler said. “This project… puts Portland in the unique position of being the first in the country to not only acknowledge that displacement as a result of gentrification, but it puts us in the unique position of seeking to reverse it.”
